Abstract

The formation of a state-legal mechanism for promoting Russian education abroad is a priority within the framework of the tasks set by the Decree of the President of the Russian Federation No. 204 On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024 dated May 7, 2018 in terms of doubling the number of foreign students by 2024. The 2020 admission campaign for admitting foreign students in the context of a pandemic and quarantine restrictions has become one of the most difficult and its consequences will be felt for many years to come both in Russia and in other countries. In this situation, legislative support for educational migration, export activities of Russian universities, as well as the removal of restrictions and barriers in this area would become relevant for Russian universities. The purpose of the study is to analyze the state-legal mechanisms for supporting the export of education in the leading exporting countries of education, which have significant positive experience, and to determine the optimal legal mechanisms for educational migration that could be implemented into Russian legislation in the current environment. The main research method is formal and legal.
