At the same time, the implementation of this direction of the country's socio-economic development is associated with serious competition in the global market for scientific and educational services, the changed landscape for the provision of educational services due to the COVID-19 pandemic and the transition to an online format. The scientific problem lies in the lack of institutional mechanisms to support scientific and educational migration, which include legislative support, effective interagency cooperation to attract foreign students and scientists to Russia. The author of the publication explores the systematization of academic mobility programs, the mechanisms and tools used, the reflection of strategic goals in the national regulatory and legal educational space, the conditions and mechanisms for migration mobility in favor of Russia. The methodological basis of the study was the conceptual approaches of the sociology of education in the field of formation and development of academic mobility, as well as comparative legal and historical-legal methods of cognition. The creation of institutional mechanisms to support academic mobility, which include legislative support, state financial support, and the development of infrastructure for foreign citizens and their family members to stay, study, and work in Russian educational and scientific organizations, can be considered conditions for the formation of a successful model of migration mobility in favor of Russia.
