The concept of a social state and its practical realization are inseparable from the theory and practice of socialism. The victory of the revolution and the building of socialism have eclipsed - with the help of a gigantic propaganda apparatus, through influence on the international communist and democratic movements - all other socialist currents, including those whose goals were limited to the arrangement of a social state. What is the difference between a social state and a socialist state? First, that its programs do not go as far as socialist projects. Secondly, in contrast to these projects, the policy of the social state sets real goals, the solution of which is guaranteed by the economic development of this country.
