Modern analytical organizations dealing with policy issues are divided into two main types depending on the target – «real brain trusts» and «biased brain trusts». Objective: analyze the specifics of the activities of engaged and non-engaged expert communities in the production of political knowledge. Methods comparative, logical, normative-value. Conclusions expert communities play an important role both in the process of political consultation of public authorities and management, and in the formation of public opinion. In recent decades, there have been significant changes in the activity of «think tanks». Today became more biased expert organizations, which fight a variety of resources and privileges from the government tend not only to justify the «right» decision, but to resort to the manipulation of results for political studies. This may lead to a weakening of the quality of political expertise, since in reality such «think tanks» are not interested in finding the true and solving the problem, but in the apologetics of predetermined answers.
