Abstract

The article provides an overview of historical experience of modernization of the science and technology system in the Baltic countries (Latvia, Lithuania, Estonia) from the late 1980s to the late 2000s. The general and special features of the modernization of S&T and higher education systems in three countries are identified; the advantages and disadvantages of three different approaches to reforming the S&T system chosen by the three countries in this period are briefly outlined. In conclusion, some comparisons of the experience of the Baltic countries with the experience of Russia in the field of reform of reform of S&T and higher education are also discussed.
