Abstract

In the modern globalizing world when the world-scale work market is already present, there is a clear understanding that the “brain drain” is an inadequate concept to express the reality of an international intellectual miration trends. According to the authors, the concept of global circulation of scientific personnel, or brain circulation is more adequate to current realitites. Russia should do everything possible so that all interested parties participate in it. The article discusses the possibilities and conditions for such changes, including taking into account the experience of other BRIC countries
