This is compensated to some extent by the adopted constitutional amendments, which eliminate the fossilization of the Basic Law. The specifics of both the hierarchical network approach to Russian statehood and the non-hierarchical path of development are considered. If the first acts as part of the state, then in the second case the state is part of the network. The positivity and negativity of this point of view are revealed. The proposed cognitive science substantiates the existence of a non-hierarchical network Russian statehood in equilibrium with legal and social statehood.
