Abstract

The article deals with the development and legitimization of environmental policy in modern Russia. The results of the discourse analysis of key documents of federal and regional legislation with basic principles of public life and priorities of socio-economic development of the country in General and in particular its two cities, Moscow and Kazan, as well as the results of the analysis of rhetoric, in which federal and regional media describe the implemented urban stakeholders measures of environmental policy. The conclusion is made about the consistent continuity of institutional and media discourses of environmental policy, represented mainly by the idea of resource assignment of environmental objects and structuring the corresponding line of behavior among the general public.
