Abstract

The imbalance of the social sphere in a number of regions is explained not only by the decline in production, the lack of sufficient funds for social needs, but also by the low level of manageability, the lack of the necessary package of social technologies. The subjects of management do not have the necessary statistical data and accurate information, which makes social policy powerless in many cases. A number of the most important management functions often do not have an effective owner (there is no corresponding management entity, or its actions are formalized). In general, there is not only an adequate response to the acute social needs of the population, but there is simply no attention to this area, the processes develop spontaneously. The most important part of the preparation of social programs is to conduct analytical work using the system of social development indices. The index is a measurement tool that makes it possible to assess the state of an object as a whole or its individual properties. The turn to the social aspects of the ongoing reform requires the introduction of social indices into the regulatory system - clearly defined threshold values, the approach to which or the transition beyond their barrier serves as a signal indicating the need to take additional measures to correct the situation. It is noted that such indices should be of a normative nature and be strictly observed not only when developing social programs, but also when forming the budget, privatization programs, investment programs, etc.
