Abstract

The article examines the inequality of participants in innovative activity, based on the difference between their formal and informal status - primarily in relations with state institutions. The content of these relations largely determines the specifics of the interests, strategies and behavior of the participants. The hypothesis of the study is the assumption about the negative impact of the contradictions of interests of business, science and education on the effectiveness of state innovation policy.
