Abstract

Taking into account the opinion of the population of the municipality is a necessary condition for changing the boundaries of the territories in which local self-government is carried out, since it is it that is the subject of the right to independently resolve issues of local significance (directly or through local self-government bodies). At the same time, the territories in which local self-government is carried out (self-governing territories) are both the territorial sphere of realization of the right to exercise local self-government and the spatial limit of municipal power.
