Abstract

The article presents the results of a study of the dynamics of priorities and methods of activity of Russian state authorities in migration governance. Analysis of legal documents and political discourse allowed us to identify six stages in the development of state migration policy, which succeeded each other in the period 1989-2020. Special attention is paid to the current stage, the most important feature of which is the use of project management methods for the development and implementation of a new migration policy. The problem is that the RF Concept of Migration Policy (2018) is not a strategic planning document. Therefore, at the moment, the success of the project to transform migration policy depends not on institutional mechanisms, but on the personal involvement of the RF President and the planned “digital platforms” for migrants.
