Abstract

A new universal methodology for describing and designing complex fractal social structures is beginning to take shape. Their subjective uncertainty, uniqueness, nonlinear dynamics, multifactoriality, turbulence and chaos make us pay attention to the possibility of using critical zones, cloud structures, terminals, hubs, attractors. Not only concreteness, professionalism, uniqueness and creativity, but also the metaphysical abilities of a person, who are assigned the role of a non-classical operator, help to act consciously and productively in conditions of uncertainty. The global process of the formation of a new connectedness of network anthropo-social agglomerations distributed throughout the planet is starting and unfolding. The world of relations, which has become a single network, has embarked on a consistent political renewal and absorption of traditional social agglomerations and institutions, right down to their foundation - the state. Being a complex conglomerate of organization and freedom, the Network begins to gain more and more importance for the development of a subjective, often biased political position, capable of perceiving the political arguments of opponents. The true political leaders are those who create anomalies that are no longer a social and political flaw. Nowadays it is rather a privilege.
