Abstract

The relevance of the study is due to the importance of export activities in the field of education, which is indicated as a priority in strategic government documents of recent years, such as Executive Order «On National Goals and Strategic Objectives of the Russian Federation through to 2024»  No. 204 (signed by President of the Russian Federation May 7 2018).  Purpose: analysis of the regulatory framework for the employment of foreign students and graduates in Russia and OECD countries and the formulation of proposals for improving Russian legislation, taking into account best foreign practices. The main methods are general scientific, formal legal, comparative legal. As a result of the research, it is proved that the legislation in the field of employment of foreign students during the study and after completion of studies in Russia has some obstacles. As conclusions, the author proposes amendments to existing regulations in order to improve labor and migration legislation, which will simplify the employment of foreign students and graduates, which will make studying in Russia more attractive to them.
