Abstract

Russian society and the state continue to develop in a dynamically changing configuration of imperative internal and external factors of material and spiritual development. A feature of the problematic situation in 2021 was the coronavirus pandemic as the dominant condition of the country's vital activity and the ongoing work on the implementation of the strategic (national goals and development programs) and current (elections to the State Duma) socio-political agenda. Restrictive measures taken by the state and local self-government bodies to reduce the intensity and frequency of collective and interpersonal communications of citizens in order to minimize the scale of the epidemic, to form collective immunity, could not but affect the nature of life of Russian society. Practically, the country has switched to a mobilization mode of operation in many of its forms of life and functions of social and political institutions.
