The empirical base of the study includes biographies of top-level officials of ten constituent entities of the Russian Federation, including governors, their deputies, and members of regional governments for the period from 2004 to 2020. An analysis of empirical data revealed that during this period there was a significant renewal of the corps of officials in the regions. By the beginning of the 2020s, 64% of officials were new people in the elite. For them, the position held was the first elite position in their careers. Over the past decade, the share of newcomers has more than doubled. The tendency for the professionalization of regional officials has strengthened. The bulk (85%) of regional bureaucrats have specialized education (first, second or third). Many have completed professional retraining programs. Their careers are mostly of the professional type. The nomenclature work experience has lost its former role. In the last decade, the share of “siloviks” in the administrative elite of the regions has slightly increased, that is, persons with experience of work in security structures. Apparently, this is due to the widespread dissemination of digital technologies, both in the daily life of the population and in the management of the region. In addition, the epidemic and the terrorist threat played an important role. Some acceleration of the career ladder was found. There are social lifts within the administrative elite, but this social group remains rather closed for representatives of low-status groups that do not have the resources to move up
