Abstract

Background. The studied issue becomes crucial not only because the health care system needsthe institutionalization of mentoring practices, which is reflected in the responses of medical workersto questions about the need for a mentor, satisfaction with the knowledge and skills gained duringmedical education, the presence of professional burnout, etc., but also because the increasedattention to medical mentoring is given by the organizers of health care leading the developmentof the corresponding federal bill.Objective. To study the history of the formation of the regulatory framework for mentoring in publichealth care. Methods. The study is based on the results of a number of original studies conducted with the supportof the Research Institute of Health Organization and Medical Management of MoscowHealthcare Department in 2019 and 2020, which included a mass survey of Moscow medicalworkers (551 questionnaires), a series of expert interviews (23 interviews), an expert survey ofchief doctors of the capital's medical organizations, case studies of the best regional mentoringpractices, as well as a desk research.Results. An analysis of the history of the regulatory and legal consolidation of the institution ofmentoring has shown that a trend towards a federal regulatory framework for the regulation ofmentoring in medicine has intensified. However, a number of documents adopted narrow the fieldof action of mentoring, which is limited exclusively to young specialists, which seems insufficient.In this regard, it is proposed to expand the list of categories of medical workers in respect of whomit is advisable to carry out mentoring practices. Accordingly, for each of these categories, personalizedmost effective periods, tools and methods of mentoring, control procedures should be developed,and appropriate categories of mentors should be determined.Interpretation. Thus, the materials presented in the article can be useful both for specialists in thefield of healthcare organization and representatives of the scientific community, who are developingthe most effective ways to include mentoring in the system of improving the efficiency ofpublic healthcare.
