Abstract

The article comprehends the results of improving the legal, organizational and information support of voluntary activities. Comparison of the scientific and legal interpretation of the concept of volunteerism reveals an omission in its legislative definition of a number of essential features, as well as the absence of an ordered nomenclature of directions for this type of activity in the basic Law. An analysis of the motivation of volunteers' work allows us to speak about the presence of a wide range of motives: from spiritual and social to interest in obtaining intangible benefits. It is shown that targeted regulation should be aimed, first of all, at ensuring the successful socialization of young people through their participation in volunteer activities. Volunteer practice should be organically built into the life strategies of young people and serve, in addition to the public good, their career guidance and increasing competitiveness in the labor market. At the same time, the state should expand the areas of activity in which volunteers having the appropriate official status could participate. One of the promising areas is participation in the improvement of courtyards and public territories within the framework of the activities of public self-government, as well as the federal project ‘Formation of a comfortable urban environment’. Based on the analysis of the legal framework and practice of volunteering, practical recommendations are given aimed at transforming it from a ‘political line’ relatively isolated from other areas into a harmonious system that works in the interests of society as a whole and the volunteers themselves
