The key issues are equity in education, whether it promotes unity or ethnic diversity, and if objectives are contradictory. Inter-ethnic relations in education are the result of state policy, social, economic, and demographic processes, culture, and traditions. The relations between the federal government and regions which have different ethnic demographics create an ideology of inter-ethnic relations in formal education and the media. The practice of such relations develops from informal knowledge and the everyday communication experiences of ethnic groups in multinational communities.
