Abstract

The article deals with the problem of realizing the right to a city in relation to small towns in modern Russia. A brief overview of the interaction of the three main actors claiming to produce urban space (the state, business and citizens) is given. Differences in their understanding of the city s are revealed. The structure of the right to the city is considered. It is noted that these rights are not only born, but also defended within public spaces and about the future of these spaces. Having outlined the problems of modern Russian towns, the authors note that their solution should be based on taking into account the most important competitive advantages of small towns: “human size” and a high density of social interaction. Their recovery implies the preservation of their traditional atmosphere and public spaces, as well as achieving greater equality in the financing of education, treatment and culture. It is assumed that the situation in which citizens will have the opportunity to independently determine the priorities of the town’s life will stimulate creative activity that can overcome the passivity of residents and unite them around a common idea. It is concluded that if urban change is not limited to externally imposed plans and strategies, a wide range of development opportunities will open up for the community.
