Abstract

The article substantiates the underestimation by a part of the ruling elite of the strategic role of culture (on the example of education, health care and spiritual and moral culture) as a system-forming foundation of Russian society (“the civilizational code of the nation”). The direction of the real development of culture in small towns with increasing demands for the renewal of society in accordance with new external challenges is revealed. The main reasons for the existing Russian reality are shown: the dominance of the market, not commodity-money economy and their apologists in the person of the economic, political and socio-cultural authorities of the country. The main objects of “name correction” in the socio-cultural sphere of society are identified: education, science, health care, spiritual and moral culture and ideology. The necessity of replacing liberal ideology with socialist ideology in the development of the sovereignty of society, expressing the political interests of the popular majority, is noted.
