Abstract

The characteristic features of the socio-economic situation of a Russian small city are analyzed, which affect the development of the sphere of culture and give rise to a number of systemic problems. The Strategy of State Cultural Policy for 207 Современные вызовы развития сферы культуры малого города the period up to 2030 serves as a guideline for solving these problems. It is shown that the National project ‘Culture’, aimed primarily at strengthening the material and technical base of this sphere, does not consider culture as a system-forming entity that affects social cohesion, public safety, tourist and investment attractiveness of the territory and many other areas. In this vein, a small city is viewed as a carrier of the potential of traditional Russian cultural values. These values are nowadays of a growing interest in Russia in the light of the necessity of ‘cultural import substitution’. The current trends and possible prospects for the development of the sphere of culture of a small city are considered on the example of the city of Megion by using a reflexive analysis. A model of harmonious development of the sphere of culture of a small city has been proposed.
