Abstract

In the proposed article, on the example of a single-industry town in the Ural region, a balanced model of relations between local authorities and a large company (corporation or holding) is considered, which seriously surpasses the municipal authorities with its financial and social power. We called this model a partnership model, describing the conditions under which it can be formed. The main one is the presence of adequate leaders in power and strategic players in the city-forming company M. The study conducted in 2020 was supplemented by us with materials received in 2023, which made it possible to judge the current situation in a time perspective. The study included 26 interviews with key government and business figures conducted in 2020, as well as several interviews with experts conducted in 2023. The main research conclusion is that the established partnership model of interaction allows key players to more effectively solve their problems and achieve social goals. Both sides of the interaction see the partnership model as an effective tool for maintaining social and political stability. It is possible that under the sanctions regime, such a model will allow the town to cope with all the difficulties more successfully than if the interaction between the two parties was oppressive or indifferent. But whether this will actually happen — time will tell.
