The author thinks that a serious barrier to the successful development of Russian cities and other municipalities is the low level of trust in local self-government bodies, recorded by public opinion polls. One of the ways to restore institutional (vertical) trust is the growth of civic engagement in various forms. The effectiveness of this approach is confirmed by Russian and foreign studies. However, the author of this work proves that not all forms of civic engagement have a positive effect on trust in local authorities. In this case, the main role is played by the nature of the relationship that develops between activists and local governments. Trust grows only when these relationships are constructive.
