The intellectual base of healthcare makes it possible to assess innovative trends taking place in society and reasonably determine the necessary trends. That is why the issues related to the assessment of the intellectual capabilities of medical organizations (MO) determine in many ways the possibilities for the development of medical innovations, the implementation of a patient-centered approach and the overall competitiveness of all levels of medical care of the population. This becomes possible when there is a set of diverse methods for assessing the capabilities of the Ministry of Defense and, accordingly, intellectual potential. Until recently, such an emphasis was placed on commercial enterprises and to a lesser extent affected public sector organizations. However, foreign experience illustrates a diverse range of approaches to assessing the intellectual potential of the Ministry of Defense. Based on the systematization of foreign approaches, the necessity of consolidating the best foreign practices for building a domestic system for assessing the intellectual potential of the Ministry of Defense is justified, since today it is important to have a set of effective tools for measuring the intellectual potential of the Ministry of Defense to increase their productivity and efficiency of the health system.
