It provides a list of approaches necessary to assess these concepts in the context of socio-economic transformation, which has been taking place especially dynamically in the last ten years. It is revealed that the most significant factors affecting the level and quality of life of the population are political and economic, which can have an extreme impact on the transformation of socio-economic development, as well as the level and quality of life of the population of any country and any region. The importance of an integrated approach is emphasized, which makes it possible to assess the level and quality of life of the population, taking into account the entire range of approaches and factors. The article specifies the main indicators that define and characterize the studied categories in the Russian Federation, which can be grouped into such main groups of socio-economic indicators as: distribution and differentiation of the population by their income level; level and distribution of minimum incomes; balance of monetary income and expenses of the population of the country. The analysis of the average per capita monetary income of the population of the Russian Federation from 2013 to 2023 was carried out. It is assumed that the approaches can become the basis for developing both a system of indicators and a holistic methodology for assessing the level and quality of life of the population of the Russian Federation. It is proposed that in order to improve the life of the population of the Russian Federation, it is necessary to ensure security, more comfortable existence and receipt of high-quality services, especially social, modern education and healthcare facilities.
