The purpose of the article is, firstly, to assess this installation on the basis of expert opinions of specialists professionally working with the problems of the country's architectonics, and secondly, on the basis of statistical data characterizing the health care of a particular Russian region, to show the consequences of a policy aimed at prioritizing support for cities with millions of people. The authors conclude that the conservation of social infrastructure, in which stagnant phenomena persist, is a natural consequence of the processes taking place in recent years in small towns of the Nizhny Novgorod region. The presence of significant imbalances in the degraded social infrastructure of small towns in recent years affects the critically important health infrastructure for them.
