Abstract

This paper substantiates the need to use insurance tools for enterprises, as well as other infrastructure facilities located in the territory of the new regions of the Russian Federation (Donetsk People's Republic (DPR), Lugansk People's Republic (LPR), as well as Zaporizhia and Kherson regions), which became part of the Russian Federation in 2022. It was proposed to use the public-private partnership mechanism as a tool for the formation of the insurance market of the designated regions. The paper notes that the insurance institution is an additional mechanism for ensuring the guarantee of the implementation of the state program for the restoration and socio-economic development of new regions by attracting additional investments, more rapid restoration of social and industrial infrastructure, and increasing the well-being of the local population. In connection with the above thesis, according to which the importance of insurance for new regions requires the use of various public-private partnership mechanisms, the presented study anticipates the need to prepare a series of studies on this issue. It should be noted that the main attention in this work is paid to the development of the insurance market of the new Russian regions that became part of the Russian Federation in 2022, as well as the need for its development, which will contribute to the possibility of some stabilization of industries developing in the military conflict zone. In conclusion of this work, the authors obtained the following results: 1. A retrospective analysis of the Russian insurance market was conducted and the largest transactions by value were considered, which will allow tracking both regional and industry features of the presented transactions. 2. The need to develop the insurance market of new Russian regions was substantiated. 3. The need to use public-private partnership mechanisms during restoration work in new regions was substantiated. 4. The place and role of instruments for developing the insurance market, implemented using public-private partnership mechanisms, were analyzed.
