Abstract

Introduction. Despite the high economic results demonstrated to the world by modern Chinese society, its government faces the problems of uneven socio-economic situation in the Eastern, Western, Central and North-Eastern regions. Negative demographic trends associated with population decline and aging of Chinese society also require constant attention. The demographic situation in different parts of the country has its own specifics. The most difficult situation both in regional economic indicators and in population is observed in the provinces of the North-Eastern region of the PRC. Materials and methods. The author analyzed the materials of the Heilongjiang Statistical Office, documents of the People's Government of the province in question concerning negative demographic trends, which made it possible to determine the specifics of regional population policy in this territory. The main research methods used in writing the article were the systemic method, which made it possible to identify patterns in the implementation of regional demographic policy in the northeastern province of Heilongjiang; the statistical method contributed to the consideration of quantitative features of the demographic development of Heilongjiang. Results. Negative demographic trends in the northeastern province of Heilongjiang are caused by a sharp decline in the population, the annual outflow of highly skilled personnel to the eastern and southeastern Chinese provinces. Since 2021, Heilongjiang Province has developed a system of population policy measures under the slogan of "maintaining all-round revival through high-quality demographic development", which includes four main areas: 1) improving measures to support the birth rate; 2) attracting and retaining highly skilled personnel; 3) effectively using the labor of older workers; 4) compliance with the rules of population migration. Discussion. In the implementation of regional governance, the Heilongjiang Provincial Administration focuses on improving the quality of life of the population. The emerging system of legal regulation of regional demographic policy in Heilongjiang Province is aimed at involving all organizations, institutions, funds, public associations in the process of solving the complex demographic situation associated with population decline in cities, towns, rural and border regions of northeastern China.
