Research methods: The influence of socio-economic factors on the processes of small business transformation is justified from the position of a neo-institutional methodology, which assumes an increased influence of social factors: political, legal and psychological in a complex, paying considerable attention to the study of the relationship between them. The empirical basis of the study was the author's sociological surveys (quantitative and qualitative) among the main participants of small business in Moscow in the period 2014-2022. The results obtained: A decrease in state regulation and control in the system of legal and ethical norms, management style, and organization of business activities of small businesses entails processes aimed at running a small business in its usual semi-legal gray business environment, disregard for labor legislation and possible image losses. The social transformation processes of small business (entrepreneurship) are a reflection of the changes taking place within society and are associated with them. As a result of the study, it was revealed that government regulation and support for small businesses need significant changes to increase the social responsibility of all its subjects. The state management of the socio-economic processes of small business development also needs to be transformed from a position of social justice for the activities of individual entrepreneurs, for all other economically active citizens. Scientific novelty: It is proposed that for qualitative new positive changes, a long period of development of the modal consciousness of the main participants in small business (entrepreneurship) and a favorable external and internal business environment are necessary.
