Abstract

The policy of social partnership between the state and civil society is of particular importance in the context of the realities of modern global and domestic social development. The difficulty in assessing its effectiveness lies in the fact that the analysis, as a rule, is subjective, in addition, the estimated social effects may not appear immediately, but in some long-term perspective. Most of the indicators that qualify the policy of social partnership between the state and civil society are quantitative in nature, however, for a more complete assessment of the qualitative aspects of social partnership, it is necessary to take into account the opinions of different social groups of citizens, in connection with which the role of experts increases, as well as the importance of public surveys. At the same time, it is necessary to reach an understanding of what conditions and mechanisms should be formed in order to ensure the real participation of citizens in state and municipal government, regional and municipal political decision-making and contribute to the development of the country based on joint decisions of the state, civil society and business, implemented on mutually beneficial partnership terms. In this regard, the key factor for the success of social partnership is its digitalization, which promotes the active involvement of residents in public activities. The article presents an analysis of programs and projects of social partnership between the state and civil society on the example of the city of Moscow.
