Particularly, vulnerable population groups are instrumental in the spread of the Human Immunodeficiency Virus due to risk-prone behaviors and individual characteristics that create barriers to accessing preventive, testing, and treat-ment services for this disease. Consequently, these groups often become invisible to the state and refrain from seeking medical assistance from public healthcare facilities. This article presents a series of management decisions derived from the monitoring system implemented by the Charitable Foundation “For support of social initiatives and public health” (Support Foundation). The findings aim to enhance collaboration in engaging vulnerable populations through the combined efforts of the state healthcare system and the non-profit sector. This collaborative approach leverages the expertise of specialists who have access to high-risk groups. In conclusion, by fostering a more inclusive approach to healthcare delivery, it is possible to improve access to crucial services, ultimately reducing the stigma and barriers that deter vulnerable individuals from seeking help.
