The historical prerequisites for today’s scenario were formed more than 35 years ago. 2015 was a period of painful adaptation of the domestic economy to a number of shocks and challenges caused by Western sanctions. State measures for import substitution, with their relatively low efficiency, adopted to foreign policy changes, partly contributed to the transformations of the Russian economy. A significant reduction in external financing of Russia had a direct impact on the implementation of national programs and promising projects, which was reflected in the domestic labor market and well -being of the country’s population.
