Long-term research by the IS of the Federal Research Institute of the Russian Academy of Sciences shows that the statement "we are citizens of Russia" is shared by two thirds of the country's population. It has become deeply stable and is perceived by both Russians and representatives of other nationalities. However, it is still state-civil in its characteristics, where the civil principle must be strengthened. This role is intended to be fulfilled by public policy, which develops civil management competencies and public activity based on the principles of intersectoral partnership.
