Abstract

Interaction between the state and society is considered on the example of cooperation between non-profit and medical organisations. The state medical organisation performs the main function of working with HIV-positive people, prescribing treatment, monitoring the basic health indicators of people living with HIV, and carrying out the whole range of treatment and prevention activities. The NPO performs supporting functions: identification of representatives of risk groups, screening-testing, referral of infected people to a medical organisation, support, counselling. Over the five years of the Fund's work (from 2019 to 2023 inclusive), the Fund's employees identified 110785 representatives of risk groups and offered them to be tested. They conducted information in the places of recreation and localisation of the group with 87486 representatives of risk groups. 23299 people were tested in NPOs. The organisation of the Foundation's work on the principles of Moscow polyclinics' values, in a team with specialists of medical organisations, allowed to launch monitoring of clients' risky behaviour practices, to accompany clients from the stage of identification to referral to a medical organisation. Client trust allows us to introduce new activities related to identifying and testing partners of NPO clients and organising preventive work with clients. Based on the principle of patient-centredness, NPO employees work with complex clients, including drug users, prostitutes, ex-prisoners, and others.
