And this sets new formats in modern public administration, which is mastering the alphabet of "directed influence", the factors of" smart"," soft " regulation and coordination of public processes that reduce the negative potential of the contradiction between the monopolism of administrative and bureaucratic power structures and the growing variety of civil initiatives in the public sphere. The concept of public-state governance is considered. It is shown that the grounds for sustainable development of public-state governance is the strengthening of the role and intensity of civil participation in the management procedures and processes of decision-making and implementation, reliance on mechanisms and technologies of intersectoral partnership, as well as the development of Internet technologies of public policy (crowdsourcing, network communities, electronic voting, procedures for the development and adoption of management decisions online, etc.).
