Abstract

This study analyzes regional support measures for families with children in the North Caucasus and Far Eastern Federal Districts, assessing their effectiveness in the context of the demographic situation. The focus is on a comparative analysis of regional programs to stimulate fertility, which includes such tools as maternity capital, monthly payments, benefits, and social contracts. Special attention is paid to identifying practices that contribute to increasing fertility and reducing child mortality, as well as identifying problems and shortcomings of existing policies. Support for families with children is the most important priority of state policy, outlined by Russian President. At the regional level, federal measures are complemented by a set of local benefits and payments. The results of the study will allow us to develop practical recommendations for improving regional measures to support families with children, aimed at increasing the birth rate, reducing child mortality and improving the demographic situation in the North Caucasus Federal District and the Far Eastern Federal District. In particular, the paper examines the principles and methods of managing the social protection system, analyzes the types of social assistance provided to children and mothers. Special attention is paid to the main measures of the national Demography project aimed at improving the quality of life of families with children. The features of the functioning of the social protection system for families with children at the regional level are considered. The importance of financial instruments of social support for families with children and the need for their further development, considering successful practices applied in different regions of the country, is emphasized.
