The authors posit the thesis that, in the realm of national law and normative political regulation of international relations, provisions of a civilizational nature are increasingly formalized in the acts of states that de jure or de facto identify themselves as civilizational states. In documents laying the foundations for national domestic and foreign policy, as well as in concepts and doctrines of state security, these states formalize the civilizational dimension of international relations and their own positioning therein. However, scientific research in the field of international law pertaining to this topic is relatively scarce, particularly among Russian international lawyers. Nevertheless, by utilizing a solid methodological founda-tion, it is possible to identify several new scientific problems and propose resolutions, which could facilitate the practical development of bilateral and multilateral relations between Russia and other entities in the sphere of inter-civilizational interaction. In the field of international law, there is a noticeable absence of a comprehensive and modern investigation on this subject. The aim of this article is to analyze the civilizational component of international legal regulation within the context of Russian-Mongolian relations, considering the bilateral relations between these two civilizational states. The authors assert the existence of gaps in the regulation of inter-civilizational interaction, as highlighted by foundational acts of foreign policy and national security of both Russia and Mongolia. Conse-quently, the article concludes with the necessity of addressing this gap to ensure the harmonious development of bilateral relations and the advancement of the interests of both countries in the framework of inter-civilizational associations in an increasingly polycentric world order.
