Abstract

Introduction. In modern conditions of intensive development of medical organizations, digitalization processes, the use of the latest diagnostic and treatment methods, information technologies, and the active use of telemedicine technologies, the processes of accumulation of formalized and non-formalized knowledge, competencies, and experience of medical personnel are of particular importance. All of them together form a potential. The article presents the author's approach based on the developed algorithm for assessing the intellectual potential of a medical organization based on the calculation of an integral indicator with the ability to monitor qualitative and quantitative indicators. This approach makes it possible to identify the "hidden" development opportunities of medical organizations, all components of intellectual capital for the possibility of strategic development in accordance with modern challenges for this industry. The purpose of the study. The study of modern opportunities for the development of medical organizations based on the accumulation and use of formalized as well as non-formalized knowledge and competencies in the aspect of the formation of the intellectual potential of the organization, as well as the development of an author's approach based on a detailed algorithm for measuring and evaluating the achieved level. Materials and methods. An integrated approach was used in the analysis of the results of scientific research by foreign and domestic scientists on the existing options and conditions of development, including the processes of formation of the intellectual potential of the organization. Modern methodological approaches to assessing the intellectual potential of medical organizations have also been studied. The use of top-down design methods allowed us to propose our own (author's) approach (algorithm) to calculating the existing level of intellectual potential of a medical organization based on the use of procedures (auxiliary algorithms) for evaluating qualitative (based on expert assessment methods) and quantitative (based on statistical methods) approaches. A formalization of calculations of the final coefficients of groups and subgroups for calculating the integral indicator is proposed. The article uses analytical and algorithmic methods, methods of formalization, as well as approaches to the classification of organizational, managerial, information and production technologies. Results and discussions. A proprietary approach (algorithm) for calculating and evaluating the level of intellectual potential of a medical organization based on the calculation of an integral indicator has been developed. The calculation of the final coefficients for the selected components (groups) is formalized by calculating the total indicators for subgroups of quantitative and qualitative characteristics. The result of the integral indicator can be used to monitor and identify the "hidden" development opportunities of the organization. If the achieved level does not correspond to the desired (reference) results, then it is necessary to develop administrative and/or organizational solutions. The universality of the claimed analysis option lies in the possibility of scaling the methodology: horizontal expansion / narrowing by including / excluding certain groups of indicators that can characterize and influence the assessment of intellectual potential. Conclusion. In modern conditions of medical development, the importance of the intellectual potential of an organization is becoming increasingly important not only from the point of view of strategic development, but also for the ability to provide more effective medical care based on the material, technical, and technological capabilities of a medical organization, as well as taking into account the specifics of managing medical professionals and their knowledge, competencies, and skills.. The author's proposed algorithm (approach) may be one of the steps (a kind of iteration) to solve an important scientific problem of assessing the intellectual potential of medical organizations. The results obtained can be in demand not only by the scientific community, but also in the practice of managing administrative staff to improve the efficiency of medical personnel.
