In turn, effective management is impossible without the real interest of civil regional employees in the sustainable development of the country. At the same time, an effective approach can be applied to collectively stimulate the work of regional civil servants from other countries. For example, Singapore's successful experience in reforming the civil service, which assumes a direct dependence of the size of their bonus fund on the actual level of socio-economic development of a constituent entity of the Russian Federation, established on the basis of a modified (adapted to the specifics of activities in the public administration sector) theory of optimal contracts. In order to ensure fair remuneration for regional civil servants, the proposed approach also involves individual incentives for the effective work of employees of the executive authorities of the constituent entities of the Russian Federation. It allows us to put into practice a citizen-centered model of sustainable development in Russia. This will make it possible to preserve the cultural code of the multinational sovereign state of Russia in the future.
