The reconstruction of ideology and values of both the top level bureaucrats and the low level employees was based on more than 150 narrative biographical interviews. A significant place is occupied by the lexical and discourse analysis of the interview, which allowed to reveal the basic semantic concepts, largely reflecting the life and world outlook of a closed social group of Russian officials.
