Abstract

This article analyzes the social factors of formation of local self-government, as well as topical issues of cooperation and self-control structures in modern Russia. The authors focus - evaluation of the current model of local government as a form of self-organization of citizens' everyday life, as an important tool to improve the democratic participation of citizens in managing public affairs. The authors conclude that today local governments are completely dependent on the regional authorities do not feel the need for support in the population, its position, the view, the prevailing mood. Weak readiness of citizens to participate in local government complicates its development as an institution that provides an effective independent decision population of local issues. The authors emphasize that the government will allow the development of the real deal with the major flaws of modern Russian authorities and, above all, the lack of control on the part of local communities.
