Abstract

The present work is written on the basis of empirical investigations, spent in the regions and towns in the 2004–2014. Such a wide time range of research allows us to look at issues in the dynamics, which ultimately gives the opportunity to get closer to answering the question of how the informal rules and practices of the functioning of the various levels of govern-ment rebuild the institutions of power within, or contributing to the contrary, hinders their development. In a situation where the center becomes the dominant player in the field of regional policy, regional elites, however, are trying to maintain its influence in the regions, adapting to the changing times. It is important that regional and municipal political institutions at every live “their own laws”, but the rules by which these institutions operate, share one important rule: every political institu-tion in its functioning is based not only and not so much on the set of formal rules and procedures, as on informal practices. The scale of the spread of informal practices in different institutions of regional and municipal authorities is shown. Such a wide empirical coverage of informal practices will allow a better understanding of those internal laws by which they are rooted in the government and other political institutions, regional and municipal levels. That is why, will rely primarily on empirical results obtained in different years, informal practices characterizing the interaction of actors at various levels of power and business representatives, as holding parliamentary seats in their regions and cities, and non-government institutions.
