In 1990 deputy corpus of representative office of local government in municipal educations was were serious strength, participating with executive power with success. Political process in towns in this period was defined by relations of the head of local government and deputies. The local legislature was the only competitor of the head in the struggle for influence on town policy. In 2000 when legislative power were found impressive administrative resources, having become actually local link of the state hierarchy, the representative power in the cities considerably lost the resources of influence. And what is the situation nowadays? On what principles the relations between branches of the power are built? Whether there are imperious coalitions? What is the basis for their creation? These and other questions are decided. They come to a conclusion about their programmed character, the main on mutual interests of the main actors of city policy; first of all, personally heads of city or regional administration and representative power. The task of the head consists in making a legislature operated by method of its selection on elections, and then – through the bargaining, pressure and other mechanisms to influence other deputies. Deputies are also in no small measure internally ready to dialogue with the power and initially considered the hit in the representative power as the coalition agreement – at once or in the long term – with executive power.
