Abstract

The article considers the processes of transformation of Russian society in the 90-ies of XX century in modern Russia and one of the main areas was local government, being a special form of implementation by the people of their power. Analysis of modern practice of the relationship between local governments and public administration at the local level identified two main models: balance and dominance. It is shown that over the last decade in most regions begins to dominate the second model and the redistribution of powers between the settlement and district municipalities in favour of the latter.
