The authors believe that depending on the process of making official legal decisions, the two basic agglomeration models — «administrative» and «contractual»can be distinguished and that any other organizational and legal schemes of agglomerating can be summarized to these models. «Administrative model» implies the transfer of decision making from individual agglomeration participants to specially created institutions. «Contractual model» provides the retention of the agglomeration participants’ independence in making all legal decisions. The article discusses the «pros» and «cons» of each model. According to the authors, there are two universal approaches to the management of modern agglomerations: the first is the coordination of the interaction (through the establishment of the coordination council of the agglomeration) and the second is the use of project management methods. The practical application of these approaches allows to provide flexibility and practicality in decision-makingas well as to take into account interests of agglomeration participants. In the context of the absence of a special legal regulation of the procedure of creation and activity of urban agglomerations, the article refers to the possibility of using legal norms of other branches of law. According to the authors, inter-municipal cooperation is one of the possible approaches to the implementation of the agglomeration projects. The article covers some aspects of inter-municipal economic organizations.
