Abstract

The article analyzes a phenomena of bureaucrat in Russian intellectual tradition. There is an interdisciplinary approach in this problem: there is a definition of state/municipal bureaucrats.  The bureaucrat is a social-professional group of people with high education, who works in a management of different shears, for example in system of personal regulations. There are a mediated (delayed) motivation, its reveals in corporate norms and values.
