Abstract

The article’s objective is to identify the reasons for negative attitude of old-school specialists towards modern reforms in healthcare and education. The scientific relevance of the analysis consists in using the method of the sociological retrospective. The research on formation and reproduction of values of the most mass professions representatives (physicians and teachers) allows one to identify the role of local government (zemstvo) during this process. The article shows the main factors that determined the nature of values. These factors are ranging from the remoteness of the physicians’ and teachers’ work location to their political views. The research examines the reproduction of values both in the USSR in the 1990s and in modern Russia. It shows the value nature of the negative evaluation of the reforms.
