The social mechanism of governance became more complex and contradictory, as to the horizontal level, to the more subtle work of the civil society shrinks vibrant energy of a growing society and that it is sharper and faster captures emerging in the thick of real life needs and problems of social development. In this sense, a special role falls on the system of representation of social interests within the framework of state control that allows to maintain the balance mode in the relationship between state and public associations, protecting it from the threat of stalling in a destructive direction.
