Civic activism and Public Policy in Russia: Status and Challenges

Abstract

The article analyzes the characteristics and factors of development of civil activism in public policy related to increasing its diversity and transition to project and network forms of presentation. It is shown that in conditions of growing complexity and multidimensionality of the transforming Russian society and the emerging pluralism of socio-political interests is a growing need of civil society to the viability of institutions of public policy, which today includes the institutions of e-democracy. The modality of this query is increased by the crisis of social development. With the dominance of administrative-bureaucratic approaches to public policy there is a falsification of feedback, dysfunction of the public sphere in the direction of strengthening the influence of corporate and bureaucratic interests against the public, which inevitably leads to increased social tension and protest moods, lower levels of trust in the activities of the state and the legitimacy of political power. The development of institutions for public participation, mechanisms for cross-sectoral social partnership and e-democracy promote the rationalization of the interaction of government and society, enhance the effectiveness of social representation of public interests in the conditions of incompleteness of the processes of socio-political transformation and stimulates reform of public administration in the direction of enhancing the openness and transparency that allows you to more adequately take into account the increasing mobility and pluralism of social groups and their socio-cultural preferences.
